California is a great idea with crappy implementation. When I was stationed there in the 60s it was paradise. Then the Democrats took over and brought Mao and Lenin with them. It's been downhill ever since. Those affluent folks who are being screwed by the government are just the latest is a long list. Farmers in the Central Valley are a good example. They're farming desert land to save a fish in San Francisco Bay. LA is built in a desert, and now it looks like it will go back to being one.
The first excuse was "hazardous waste". Lee Zeldin (sp) rolled his troops in and had the hazmat cleared in thirty days. Thirty. Days. Bass was on TV telling Trump that permits to rebuild would happen quickly. Then CA waited for attention to go away from the story.
There are Indigenous Peoples (tm) who are waiting to go ballistic if they get too obvious in Lahaina so that grab is taking longer. So Lahaina is still vacant. But they have FEMA trailers. You can find drone coverage of Lahaina on youtube.
Most of the "authentic" indigines live on the private island of Niʻihau. The rest of the population is an admixture of ethnicities/races: Japanese, Chinese, Filipino, Korean, Portuguese, other Hispanic/Latino, Samoan and other Pacific Islander, Haole, Kanaka, and Kamaʻāina. Hawaii is kind of like Guam in that residents of Hawaii have just as an authentic claim to being "Hawaiian" as Guamanians do to claiming to be Chamorro. My own daughters are Hawaiian, of the Kamaʻāina type, an admixture of Haole, Ilocano and Southeast Asian heritage, bits of Chinese, Hispanic, Welsh, English, Dutch and German too. But Hawaiians they are by birth.
I'm not talking about authentic anything. I'm talking about 'indigenous' in terms of the narrative. Which may or may not but probably doesn't overlap much with your list.

It's a vicious circle. Refusing to issue permits means the owners can't build which means the lots are virtually worthless.
