Back in the day, this was called 'homesteading', allowing people to extend tours, especially overseas or in areas with multiple bases in the same geographic area.
There's going to be no way to support the mission and keep the troops happy. Or if the SecDef manages to find a way he should be elected Emperor of the Universe.
If they had a system to watch for abuse in the system, we wouldn't have 20+ year homesteaders. And start removing incentives from the homesteaders; we're cutting your COLA and VHA if you stay in one place for eight years, increasing each year.
When he had his next deployment up (and he was career) he said if they sent him to Korea again he'd be resigning on the spot and the hell with retirement.
They sent him to the ME instead and he was actually happy about it. Being shot at was better than being in Korea!
Moved 13 times in 26 years. Never really minded until my kids were of school age. I was fortunate that most of my transfers were to duty stations where I learned a lot and led to promotions. My S-i-L was a superstar EO1(SCW) SeaBee who'd been meritoriously promoted to E-6 while on his first shore duty tour as a Navy Recruiter in his hometown in Oregon. He went back to sea duty and after his deployment to Djibouti went back to recruiting in Oregon and homesteaded for 9 years. It was a choice. Not a choice I would have ever contemplated. But he had a great family life and was home every night. He retired an NC1(SCW).
