My ship had a port call in Tunis, Tunisia in 1969. While on liberty and walking through the souk in town, I saw big bags of wheat for sale labeled (as best as I recall) "Hands Across the Sea. Donated by People of the United States of America." So much for helping the poor and hungry. That was back when we shipped more commodities than cash. Fast-forward to today in the era of the EBT card and electronic cash transfers to help the needy...how's that working out? Great for the grifting middleman, NGO's and corruptocrats.
