I can see differences in opinion or belief making it difficult to pass a budget. It should be. It should also be a process that starts well in advance of the deadline, not on or after it as is presently done. Time should not provide leverage for anyone when putting a budget together - the deciding factor should be the good of the country - and there may well be differences of opinion there. If, for some (petty political) reason a budget isn't passed by both houses and is sent to the President for approval, all members of congress and their staffs should have paychecks, medical, perks, inducements, bonuses, housing allowances, and any other payments they receive until a budget is on the President's desk. Omnibus bills and Continuing Resolutions should be banned for any budget function. That's the job. If you don't want it, don't run.
You could argue that Congresscritters are just doing the will of the people they represent, that they are there to serve in the best interests of their donors, handlers, statist masters, not "we the people". That would explain a lot. Ultimate culpability lays at the feet voters/citizens making poor choices.
Yeah, Gov shutdown should equal congress pay shutdown. That way they work faster to get it fixed and going again. Otherwise, it's like an abusive spouse holding the purse strings like a cudgel...oh wait, it is.
